a) Nộp hồ sơ TTHC:</div>

Chủ đầu tư hoặc nhà đầu tư chịu trách nhiệm lập phương án tổ chức giao thông trình cấp có thẩm quyền xem xét, phê duyệt trước khi đưa công trình vào khai thác, cụ thể: - Cục Đường bộ Việt Nam có trách nhiệm phê duyệt phương án, điều chỉnh phương án tổ chức giao thông trên đường cao tốc theo phân cấp, ủy quyền đối với đường cao tốc do Bộ Giao thông vận tải quản lý hoặc đường cao tốc do Bộ Giao thông vận tải là cơ quan có thẩm quyền đối với dự án đầu tư theo phương thức đối tác công tư; phê duyệt phương án, điều chỉnh phương án tổ chức giao thông đối với đường cao tốc do Doanh nghiệp thuộc Ủy ban quản lý vốn nhà nước tại doanh nghiệp quản lý, vận hành khai thác. - Cục Đường cao tốc Việt Nam có trách nhiệm phê duyệt phương án, điều chỉnh phương án tổ chức giao thông trên đường cao tốc theo phân cấp, ủy quyền đối với đường cao tốc do Bộ Giao thông vận tải quản lý hoặc đường cao tốc do Bộ Giao thông vận tải là cơ quan có thẩm quyền đối với dự án đầu tư theo phương thức đối tác công tư. - Ủy ban nhân dân cấp tỉnh phê duyệt phương án, điều chỉnh phương án tổ chức giao thông trên đường cao tốc thuộc phạm vi quản lý.</div>

- Cơ quan có thẩm quyền giải quyết tiếp nhận hồ sơ. Trường hợp hồ sơ chưa rõ ràng, chưa đầy đủ theo quy định, chậm nhất sau 02 ngày làm việc, kể từ ngày nhận hồ sơ phải có văn bản yêu cầu nhà đầu tư, chủ đầu tư bổ sung, hoàn thiện hồ sơ; - Cơ quan có thẩm quyền phê duyệt phương án tổ chức giao thông giao cơ quan quản lý đường cao tốc tiến hành thẩm định hồ sơ. Thời gian thẩm định không quá 05 (năm) ngày làm việc, kể từ ngày nhận đủ hồ sơ theo quy định. Sau khi có báo cáo thẩm định, nếu đủ điều kiện, ra quyết định phê duyệt phương án tổ chức giao thông trong thời hạn 03 (ba) ngày làm việc. Trường hợp không chấp thuận phải có văn bản trả lời và nêu rõ lý do.</div>
