Doanh nghiệp, hợp tác xã, hộ gia đình, cá nhân nộp hồ sơ đăng ký tham gia thực hiện chính sách đến cơ quan được Ủy ban nhân dân cấp xã giao nhiệm vụ trực tiếp tại Bộ phận Một cửa tại Trung tâm Phục vụ hành chính công cấp xã hoặc thông qua dịch vụ bưu chính hoặc qua môi trường điện tử. - Bước 2. Thẩm định, giải quyết hồ sơ đề xuất thực hiện chính sách: a) Tổ thẩm định: Ủy ban nhân dân cấp xã thành lập Tổ thẩm định hồ sơ dự án, phương án sản xuất trên địa bàn quản lý. Thời gian hoạt động của Tổ thẩm định theo năm hoặc hằng năm do Ủy ban nhân dân cấp xã quyết định. Thành phần tổ thẩm định gồm: Tổ trưởng là lãnh đạo Ủy ban nhân dân cấp xã phụ trách lĩnh vực nông nghiệp và môi trường hoặc Thủ trưởng cơ quan được giao nhiệm vụ; các thành viên là lãnh đạo và công chức, viên chức chuyên môn của các phòng, ban, đơn vị có liên quan trực thuộc Ủy ban nhân dân cấp xã; mời đại diện Ủy ban Mặt trận Tổ quốc Việt Nam và các đoàn thể chính trị cấp xã tham gia Tổ thẩm định. Trường hợp cần thiết, Ủy ban nhân dân cấp xã mời đại diện các sở, ngành có liên quan, các chuyên gia hoặc những người có trình độ chuyên môn, kinh nghiệm phù hợp với nội dung dự án, phương án tham gia Tổ thẩm định. b) Kiểm tra tính hợp lệ của hồ sơ; thẩm định hồ sơ * Trường hợp hồ sơ chưa đầy đủ, hợp lệ thì cán bộ tiếp nhận thông báo và hướng dẫn người nộp hồ sơ để bổ sung hoàn thiện theo quy định. * Trường hợp hồ sơ đầy đủ, hợp lệ tiến hành thẩm định: + Đối với hồ sơ các dự án: Cơ quan được giao nhiệm vụ chuyển hồ sơ dự án đến Tổ thẩm định. + Đối với đơn đăng ký của hộ gia đình, cá nhận: Cơ quan chuyên môn được giao nhiệm vụ có trách nhiệm tổng hợp chung và xây dựng Phương án phát triển sản xuất trên địa bàn (theo mẫu số 05 ban hành tại Quyết định số 13/2026/QĐ-UBND ngày 30/01/2026 của Ủy ban nhân dân tỉnh Lào Cai ban hành quy định trình tự, thủ tục, hồ sơ thực hiện chính sách khuyến khích, hỗ trợ phát triển sản xuất nông, lâm nghiệp và thủy sản trên địa bàn tỉnh Lào Cai theo Nghị quyết số 21/2025/NQ-HĐND ngày 09/12/2025 của Hội đồng nhân dân tỉnh Lào Cai) và chuyển hồ sơ đến Tổ thẩm định. Trong thời hạn không quá 07 ngày làm việc, kể từ ngày nhận được hồ sơ dự án và phương án sản xuất, Tổ thẩm định hoàn thành công tác thẩm định, báo cáo Ủy ban nhân dân cấp xã. Trường hợp hồ sơ dự án và nội dung đăng ký thực hiện chính sách không đạt yêu cầu, Ủy ban nhân dân cấp xã ban hành văn bản thông báo đến đối tượng đăng ký thực hiện chính sách, trong đó nêu rõ lý do không đạt yêu cầu. Nội dung thẩm định: Sự cần thiết, mục tiêu, quy mô của dự án, phương án phù hợp với quy hoạch, kế hoạch, điều kiện thực tiễn của địa phương, phù hợp với nguyên tắc, điều kiện hỗ trợ, tiêu chuẩn, định mức theo quy định; nhiệm vụ, giải pháp của dự án, phương án bảo đảm tính khả thi; đánh giá được hiệu quả kinh tế, xã hội của dự án, phương án. Riêng đối với dự án do doanh nghiệp, hợp tác xã đề xuất, phải đánh giá về năng lực của chủ dự án về tư cách pháp lý, kinh nghiệm quản lý dự án, năng lực tài chính, tổ chức bộ máy và khả năng đáp ứng các yêu cầu pháp luật liên quan (Phòng cháy chữa cháy, Môi trường, Quốc phòng an ninh). - Bước 3. Phê duyệt dự án, phương án phát triển sản xuất Trong thời hạn không quá 03 ngày làm việc kể từ ngày nhận được Quyết định giao kinh phí thực hiện chính sách khuyến khích, hỗ trợ phát triển sản xuất nông, lâm nghiệp, thủy sản của Ủy ban nhân dân tỉnh và căn cứ hồ sơ thẩm định dự án, phương án sản xuất, Chủ tịch Ủy ban nhân dân cấp xã quyết định phê duyệt thuyết minh và dự toán kinh phí thực hiện dự án/phương án sản xuất hoặc quyết định phê duyệt dự toán kinh phí hỗ trợ thực hiện dự án đối với dự án thuộc diện phải chấp thuận chủ trương đầu tư. - Bước 4. Tổ chức thực hiện các hoạt động phát triển sản xuất Sau khi có Quyết định phê duyệt thuyết minh và dự toán kinh phí thực hiện dự án, phương án sản xuất hoặc phê duyệt dự toán kinh phí hỗ trợ thực hiện dự án của Ủy ban nhân dân cấp xã, đối tượng đăng ký tham gia thực hiện chính sách bắt đầu tổ chức thực hiện các nội dung đầu tư phát triển sản xuất theo nội dung chính sách hỗ trợ.</span></td> </tr> </tbody> </table> <p>  </p>

- Các hoạt động hỗ trợ phát triển sản xuất phải phù hợp với quy hoạch, kế hoạch, đề án phát triển kinh tế - xã hội, điều kiện thực tiễn của từng vùng, từng địa phương và quy định của pháp luật hiện hành.</p>
