- Bước 1: Ban sáng lập quỹ xã hội, quỹ từ thiện (sau đây gọi chung là quỹ) có phạm vi hoạt động trong tỉnh hoặc quỹ có tổ chức, cá nhân nước ngoài góp tài sản để thành lập, hoạt động trong phạm vi cấp tỉnh, xã gửi hồ sơ đến Ủy ban nhân dân cấp tỉnh đề nghị cấp giấy phép thành lập và công nhận điều lệ quỹ. - Bước 2: Cán bộ tiếp nhận hồ sơ xem xét hồ sơ và đề nghị bổ sung trong trường hợp hồ sơ chưa đầy đủ và hợp pháp. Trường hợp từ chối tiếp nhận, giải quyết hồ sơ phải nêu rõ lý do. - Bước 3: Cán bộ nghiên cứu, thẩm định hồ sơ, thực hiện quy trình lấy ý kiến các cơ quan có liên quan; tổng hợp các ý kiến góp ý đề nghị bổ sung thêm hồ sơ theo ý kiến góp ý (nếu có). - Bước 4: Chủ tịch Ủy ban nhân dân cấp tỉnh quyết định cấp giấy phép thành lập và công nhận điều lệ quỹ. Trường hợp không đồng ý phải có văn bản trả lời và nêu rõ lý do.
