Thời hạn giải quyết	<p> <span style="color: rgb(51, 51, 51); font-family: Roboto, Arial; font-size: 14px; white-space-collapse: preserve-breaks;">- Trong thời hạn 10 ngày kể từ ngày kết thúc thời gian nhận hồ sơ, Quỹ kiểm tra tính đầy đủ, hợp lệ và thông báo bằng văn bản hoặc trên Cổng thông tin điện tử đối với các hồ sơ hợp lệ hoặc không hợp lệ. Trường hợp cần thiết, Quỹ tiến hành khảo sát thực tế nhằm xác minh thông tin trong hồ sơ để xem xét, quyết định. - Thời gian xét duyệt hồ sơ đề nghị hỗ trợ lãi suất vay tối đa là 30 ngày kể từ ngày Quỹ tiếp nhận, kiểm tra tính đầy đủ, hợp lệ của hồ sơ đề nghị hỗ trợ lãi suất vay. - Trong thời hạn 10 ngày, trên cơ sở kết quả tư vấn đánh giá tại khoản 5 Điều 22 Nghị định số số 268/2025/NĐ-CP và xem xét hồ sơ đề nghị hỗ trợ lãi suất vay, Quỹ quyết định phê duyệt hỗ trợ lãi suất vay theo Mẫu II.7 Phụ lục II ban hành kèm theo Nghị định số 268/2025/NĐ-CP.</span></p>

Quỹ lựa chọn các tổ chức tín dụng có uy tín, đủ năng lực và có các điều kiện phù hợp với yêu cầu của Quỹ để ký thỏa thuận triển khai nhiệm vụ hỗ trợ lãi suất vay. 2. Hằng năm thực hiện theo yêu cầu, kế hoạch của Quỹ, Quỹ công bố công khai trên cổng thông tin điện tử nội dung hỗ trợ, định hướng ưu tiên, mức hỗ trợ, điều kiện hỗ trợ, tiêu chí hỗ trợ. 3. Tiếp nhận hồ sơ đề nghị hỗ trợ lãi suất vay Doanh nghiệp, tổ chức nộp hồ sơ đề nghị hỗ trợ lãi suất vay bao gồm: a) Đề nghị hỗ trợ lãi suất vay theo Mẫu số II.1 Phụ lục II ban hành kèm theo Nghị định số 268/2025/NĐ-CP; b) Thuyết minh nội dung đề nghị hỗ trợ lãi suất vay theo Mẫu số II.2 Phụ lục II ban hành kèm theo Nghị định số 268/2025/NĐ-CP, trong đó phải cung cấp đầy đủ thông tin để xác định rõ các nội dung ứng dụng công nghệ, chuyển giao công nghệ, đổi mới công nghệ, đổi mới sáng tạo của dự án, phương án đầu tư; c) Hợp đồng cho vay đã ký kết giữa tổ chức tín dụng và doanh nghiệp kèm hồ sơ dự án, phương án đầu tư được tổ chức tín dụng chấp thuận cho vay; d) Văn bản cam kết cung cấp thông tin và thực hiện dự án, phương án đầu tư theo Mẫu số II.3 Phụ lục II ban hành kèm theo Nghị định số 268/2025/NĐ-CP. 4. Trong thời hạn 10 ngày kể từ ngày kết thúc thời gian nhận hồ sơ, Quỹ kiểm tra tính đầy đủ, hợp lệ và thông báo bằng văn bản hoặc trên Cổng thông tin điện tử đối với các hồ sơ hợp lệ hoặc không hợp lệ. Trường hợp cần thiết, Quỹ tiến hành khảo sát thực tế nhằm xác minh thông tin trong hồ sơ để xem xét, quyết định. 5. Xét duyệt hồ sơ đề nghị hỗ trợ lãi suất vay a) Việc xét duyệt hồ sơ đề nghị hỗ trợ lãi suất vay được thực hiện theo một trong các hình thức: Quỹ tự tổ chức xét duyệt; Thành lập Hội đồng xét duyệt; Thuê chuyên gia tư vấn; Thuê tổ chức tư vấn, đánh giá. b) Đối với hình thức xét duyệt do Quỹ tự tổ chức quy định tại điểm a khoản 5 Điều 22 Nghị định số 268/2025/NĐ-CP, Quỹ sử dụng bộ máy, nhân lực, nguồn lực của mình để thực hiện xét duyệt hồ sơ đề nghị hỗ trợ lãi suất vay; c) Đối với hình thức xét duyệt thành lập Hội đồng xét duyệt quy định tại điểm a khoản 5 Điều 22 Nghị định số 268/2025/NĐ-CP, tổ chức và hoạt động của Hội đồng xét duyệt như sau: Quỹ thành lập Hội đồng xét duyệt, có từ 07 đến 09 thành viên, bao gồm Chủ tịch, Phó Chủ tịch, các ủy viên và thư ký, được lựa chọn theo nguyên tắc bảo đảm tính độc lập, khách quan; Thành viên Hội đồng do Quỹ lựa chọn đáp ứng các quy định sau: Phù hợp về năng lực, chuyên môn, hoặc có kinh nghiệm phù hợp với lĩnh vực của dự án, phương án đầu tư được tư vấn; không có xung đột lợi ích trong quá trình tham gia hoạt động của Hội đồng; không đồng thời là cá nhân, đại diện tổ chức hoặc tổ chức tham gia đề xuất nhiệm vụ; không thuộc một trong các trường hợp sau: Đang bị truy cứu trách nhiệm hình sự hoặc đã bị kết án mà chưa được xóa án tích hoặc chưa chấp hành xong quyết định xử phạt vi phạm hành chính trong lĩnh vực khoa học và công nghệ; Nguyên tắc làm việc của Hội đồng: Hội đồng chỉ họp khi có ít nhất hai phần ba (2/3) tổng số thành viên tham dự, trong đó phải có Chủ tịch hoặc Phó Chủ tịch Hội đồng; các ý kiến đánh giá được thảo luận tại cuộc họp Hội đồng để đi đến kết luận tập thể; các thành viên Hội đồng phải bảo đảm công khai, minh bạch, công bằng, dân chủ, khách quan, tuân thủ liêm chính khoa học và đạo đức nghề nghiệp trong toàn bộ quá trình đánh giá, không được tiết lộ thông tin, sử dụng nội dung hồ sơ ngoài phạm vi đánh giá, chịu trách nhiệm trước pháp luật và cơ quan có thẩm quyền về chất lượng chuyên môn và kết quả đánh giá; Hội đồng thực hiện đánh giá theo tiêu chí đánh giá quy định tại khoản 1 và điểm d khoản 2 Điều 8 Nghị định số 268/2025/NĐ-CP; Hội đồng có thể họp theo một trong các phương thức sau: Họp trực tiếp, họp trực tuyến hoặc họp trực tiếp kết hợp trực tuyến; Hội đồng xét duyệt trao đổi, thống nhất từng nội dung đề nghị hỗ trợ lãi suất vay, biểu quyết bằng phiếu đối với từng nội dung. Trường hợp nội dung có từ hai phần ba (2/3) tổng số phiếu biểu quyết “Đạt” trở lên thì nội dung đó được đồng ý đề xuất hỗ trợ lãi suất vay; Thư ký Hội đồng xét duyệt tổng hợp và công khai kết quả biểu quyết của Hội đồng tại buổi họp, lập Biên bản họp trong đó kết luận về các nội dung, hạng mục được hỗ trợ lãi suất vay, tổng số vốn vay được hỗ trợ lãi suất, mức hỗ trợ lãi suất vay, thời hạn hỗ trợ lãi suất vay và các nội dung khác theo yêu cầu của Quỹ. Biên bản họp ghi rõ ý kiến của từng thành viên và kết luận chung về việc đồng ý hoặc không đồng ý hỗ trợ lãi suất vay, kèm lý do; d) Đối với hình thức xét duyệt thuê chuyên gia tư vấn quy định tại điểm a khoản 5 Điều 22 Nghị định số 268/2025/NĐ-CP: Quỹ thuê chuyên gia độc lập để đánh giá, tư vấn về hồ sơ đề nghị hỗ trợ lãi suất vay theo tiêu chí đánh giá quy định tại khoản 1 và điểm d khoản 2 Điều 8 Nghị định số 268/2025/NĐ-CP; phiếu đánh giá của chuyên gia độc lập theo Mẫu số II.4 Phụ lục II ban hành kèm theo Nghị định số 268/2025/NĐ-CP; Chuyên gia độc lập phải đáp ứng quy định về điều kiện thành viên hội đồng xét duyệt quy định tại điểm c khoản 5 Điều 22 Nghị định số 268/2025/NĐ-CP; Việc đánh giá bởi chuyên gia độc lập phải bảo đảm công khai, minh bạch, công bằng, dân chủ, khách quan; tuân thủ liêm chính khoa học và đạo đức nghề nghiệp trong toàn bộ quá trình đánh giá; không được tiết lộ thông tin, sử dụng nội dung hồ sơ ngoài phạm vi đánh giá; chịu trách nhiệm trước pháp luật và cơ quan có thẩm quyền về chất lượng chuyên môn và kết quả đánh giá; Chuyên gia độc lập kết luận về các nội dung, hạng mục được hỗ trợ lãi suất vay, tổng số vốn vay được hỗ trợ lãi suất, mức hỗ trợ lãi suất vay, thời hạn hỗ trợ lãi suất vay và các nội dung khác theo yêu cầu của Quỹ, đề xuất về việc đồng ý hoặc không đồng ý hỗ trợ lãi suất vay, kèm lý do. đ) Đối với hình thức xét duyệt thuê tổ chức tư vấn, đánh giá quy định tại điểm a khoản 5 Điều 22 Nghị định số 268/2025/NĐ-CP: Tổ chức tư vấn, đánh giá phải có tư cách pháp nhân, có năng lực, chuyên môn và kinh nghiệm tổ chức thực hiện hoạt động đánh giá, tư vấn về nội dung đổi mới sáng tạo; Việc tư vấn, đánh giá các nội dung đổi mới sáng tạo được thực hiện theo thỏa thuận bằng hợp đồng giữa Quỹ và tổ chức tư vấn, đánh giá; Trách nhiệm của tổ chức tư vấn, đánh giá: Phải bảo đảm công khai, minh bạch, công bằng, dân chủ, khách quan; tuân thủ liêm chính khoa học và đạo đức nghề nghiệp trong toàn bộ quá trình đánh giá; không được tiết lộ thông tin, sử dụng nội dung hồ sơ ngoài phạm vi đánh giá; chịu trách nhiệm trước pháp luật và cơ quan có thẩm quyền về chất lượng chuyên môn và kết quả đánh giá; Tổ chức tư vấn, đánh giá kết luận về các nội dung, hạng mục được hỗ trợ lãi suất vay, tổng số vốn vay được hỗ trợ lãi suất, mức hỗ trợ lãi suất vay, thời hạn hỗ trợ lãi suất vay và các nội dung khác theo yêu cầu của Quỹ, đề xuất về việc đồng ý hoặc không đồng ý hỗ trợ lãi suất vay, kèm lý do; e) Thời gian xét duyệt tối đa là 30 ngày kể từ ngày Quỹ tiếp nhận, kiểm tra tính đầy đủ, hợp lệ của hồ sơ đề nghị hỗ trợ lãi suất vay. 6. Phê duyệt hỗ trợ lãi suất vay và thông báo công khai kết quả a) Trong thời hạn 10 ngày, trên cơ sở kết quả tư vấn đánh giá tại khoản 5 Điều 22 Nghị định số 268/2025/NĐ-CP và xem xét hồ sơ đề nghị hỗ trợ lãi suất vay, Quỹ quyết định phê duyệt hỗ trợ lãi suất vay. b) Kết quả về quyết định hỗ trợ lãi suất vay được công bố công khai trên cổng thông tin điện tử của Quỹ.</span></td> </tr> </tbody> </table> <p>  </p>
