Trường hợp hồ sơ đề xuất không đầy đủ các nội dung theo điểm a khoản 2 Điều 24 Nghị định số 268/2025/NĐ-CP, Quỹ không tiếp tục xem xét hồ sơ, thông báo kết quả cho tổ chức đề xuất. - Đánh giá, xét duyệt đối tượng cung cấp và sản phẩm mới, dịch vụ mới: Thời gian xét duyệt tối đa là 30 ngày kể từ ngày Quỹ tiếp nhận, kiểm tra tính đầy đủ, hợp lệ của hồ sơ đề xuất tham gia chương trình hỗ trợ voucher. - Trong thời hạn 10 ngày, trên cơ sở các Biên bản họp Hội đồng xét duyệt tại điểm c khoản 2 Điều 24 Nghị định số 268/2025/NĐ-CP và thương thảo với các đối tượng cung cấp sản phẩm mới, dịch vụ mới, Quỹ quyết định phê duyệt các chương trình hỗ trợ voucher.</span></p>

Đối tượng cung cấp sản phẩm mới, dịch vụ mới (Đối tượng cung cấp) nộp hồ sơ đề xuất tham gia chương trình hỗ trợ voucher đến Quỹ, bao gồm: - Đơn đề xuất tham gia chương trình hỗ trợ voucher theo Mẫu III.4 tại Phụ lục III ban hành kèm theo Nghị định số 268/2025/NĐ-CP; - Hồ sơ pháp lý của đối tượng cung cấp; - Thông tin kỹ thuật, điều kiện bảo hành, bảo trì của sản phẩm mới, dịch vụ mới; - Giá bán sản phẩm mới, dịch vụ mới được công khai, niêm yết gần nhất trước thời điểm nộp hồ sơ; thông tin, tài liệu minh chứng về việc công khai, niêm yết giá bán; - Tài liệu chứng minh sản phẩm mới, dịch vụ mới đủ điều kiện, được phép lưu thông trên thị trường theo quy định của pháp luật; - Các tài liệu khác theo yêu cầu tại khung chương trình hỗ trợ voucher. Trong thời hạn 10 ngày kể từ ngày kết thúc thời gian nhận hồ sơ theo quy định tại Khung Chương trình hỗ trợ voucher đã được phê duyệt, Quỹ tiếp nhận, kiểm tra tính đầy đủ, hợp lệ; tổ chức kiểm tra thực tế (trực tuyến hoặc trực tiếp) khi cần; tổng hợp hồ sơ hợp lệ. Trường hợp hồ sơ đề xuất không đầy đủ các nội dung theo điểm a khoản 2 Điều 24 Nghị định số 268/2025/NĐ-CP, Quỹ không tiếp tục xem xét hồ sơ, thông báo kết quả cho tổ chức đề xuất. 2. Đánh giá, xét duyệt đối tượng cung cấp và sản phẩm mới, dịch vụ mới: Quỹ thành lập Hội đồng xét duyệt theo quy định tại điểm a,b,c,đ và điểm e khoản 3 Điều 12 Nghị định số 268/2025/NĐ-CP để đánh giá đối tượng cung cấp và sản phẩm mới, dịch vụ mới. Quyết định thành lập Hội đồng theo Mẫu số I.7 Phụ lục I ban hành kèm theo Nghị định số 268/2025/NĐ-CP; Thời gian xét duyệt tối đa là 30 ngày kể từ ngày Quỹ tiếp nhận, kiểm tra tính đầy đủ, hợp lệ của hồ sơ đề xuất tham gia chương trình hỗ trợ voucher. 3. Phê duyệt chương trình hỗ trợ voucher a) Trong thời hạn 10 ngày, trên cơ sở các Biên bản họp Hội đồng xét duyệt tại điểm c khoản 2 Điều 24 Nghị định số 268/2025/NĐ-CP và thương thảo với các đối tượng cung cấp sản phẩm mới, dịch vụ mới, Quỹ quyết định phê duyệt các chương trình hỗ trợ voucher và công bố công khai trên cổng thông tin điện tử của Quỹ. b) Căn cứ theo thực tế triển khai, nhu cầu của các bên, Quỹ có quyền điều chỉnh chương trình hỗ trợ voucher và các hợp đồng triển khai voucher đã ký kết với đối tượng cung cấp sản phẩm mới, dịch vụ mới.</span></td> </tr> </tbody> </table> <p>  </p>
