Bước 2: Chuyên viên Cục Xuất nhập khẩu hoặc Tổ chức được Uỷ ban nhân dân cấp tỉnh giao nhiệm vụ tiếp nhận, thẩm định hồ sơ trong vòng 03 ngày làm việc: 1. Trường hợp hồ sơ chưa đầy đủ và hợp lệ, chuyên viên Cục Xuất nhập khẩu hoặc Tổ chức được Uỷ ban nhân dân cấp tỉnh giao nhiệm vụ thông báo cho thương nhân bổ sung, hoàn thiện hồ sơ; 2. Trường hợp hồ sơ đầy đủ và hợp lệ, chuyên viên Cục Xuất nhập khẩu hoặc Tổ chức được Uỷ ban nhân dân cấp tỉnh giao nhiệm vụ trình Lãnh đạo Cục Xuất nhập khẩu hoặc Tổ chức được Uỷ ban nhân dân cấp tỉnh giao nhiệm vụ có thẩm quyền ký Văn bản chấp thuận tự chứng nhận xuất xứ hàng hóa kèm theo mã số tự chứng nhận xuất xứ hàng hóa cho thương nhân. Bước 3: Lãnh đạo Cục Xuất nhập khẩu hoặc Tổ chức được Uỷ ban nhân dân cấp tỉnh giao nhiệm vụ ký Văn bản chấp thuận tự chứng nhận xuất xứ hàng hóa kèm theo mã số tự chứng nhận xuất xứ hàng hóa cho thương nhân hoặc ký văn bản nêu rõ lý do trong trường hợp từ chối cấp Văn bản chấp thuận này. Bước 4: Chuyên viên Cục Xuất nhập khẩu hoặc Tổ chức được Uỷ ban nhân dân cấp tỉnh giao nhiệm vụ phát hành Văn bản chấp thuận tự chứng nhận xuất xứ hàng hóa đồng thời phê duyệt trên Hệ thống eCoSys hoặc văn bản nêu rõ lý do trong trường hợp từ chối cấp Văn bản chấp thuận này qua đường bưu điện cho thương nhân.</span></td> </tr> </tbody> </table> <p>  </p>
