Bước 2: Cán bộ của Tổ chức cấp C/O kiểm tra xem bộ hồ sơ có hợp lệ hay không và thông báo cho thương nhân một trong các nội dung sau: 1. Chấp nhận cấp C/O và thời gian thương nhân sẽ nhận được C/O; 2. Đề nghị bổ sung chứng từ (nêu cụ thể những chứng từ cần bổ sung); 3. Đề nghị kiểm tra lại chứng từ (nêu cụ thể thông tin cần kiểm tra nếu có bằng chứng cụ thể, xác thực làm căn cứ cho việc đề nghị kiểm tra này); 4. Từ chối cấp C/O nếu phát hiện những trường hợp quy định tại Điều 21 Nghị định số 31/2018/NĐ-CP ngày 08/3/2018 của Chính phủ quy định Luật Quản lý ngoại thương về xuất xứ hàng hóa (sau đây gọi là Nghị định số 31/2018/NĐ-CP) hoặc nếu phát hiện lô hàng đã được xuất khẩu quá 1 năm kể từ ngày giao hàng; 5. Đề nghị kiểm tra tại cơ sở sản xuất của thương nhân theo quy định tại khoản 1 Điều 28 Nghị định số 31/2018/NĐ-CP (nếu cần thiết). 2.3. Trong trường hợp chưa có các chứng từ nêu tại điểm c và điểm đ mục 2.1, thương nhân đề nghị cấp C/O có thể được nợ các chứng từ này nhưng không quá 15 ngày làm việc kể từ ngày được cấp C/O. Sau thời hạn này nếu thương nhân không bổ sung chứng từ, Tổ chức cấp C/O yêu cầu thu hồi hoặc hủy C/O theo quy định tại Điều 22 Nghị định số 31/2018/NĐ-CP.</td>
