Bước 2: Thương nh&acirc;n đ&iacute;nh k&egrave;m hồ sơ đề nghị cấp CNM tại www.ecosys.gov.vn hoặc nộp trực tiếp hồ sơ đề nghị cấp CNM tại trụ sở của Tổ chức cấp C/O nơi thương nh&acirc;n đ&atilde; đăng k&yacute; hồ sơ thương nh&acirc;n; hoặc gửi hồ sơ qua bưu điện đến Tổ chức cấp C/O nơi thương nh&acirc;n đ&atilde; đăng k&yacute; hồ sơ thương nh&acirc;n. Bước 3: Tổ chức cấp C/O kiểm tra xem bộ hồ sơ đề nghị cấp CNM c&oacute; hợp lệ hay kh&ocirc;ng v&agrave; th&ocirc;ng b&aacute;o cho thương nh&acirc;n một trong c&aacute;c nội dung sau: 1. Đề nghị bổ sung chứng từ (n&ecirc;u cụ thể những chứng từ cần bổ sung); 2. Đề nghị bổ sung c&aacute;c th&ocirc;ng tin tối thiểu cần thể hiện tr&ecirc;n CNM (n&ecirc;u cụ thể th&ocirc;ng tin cần kiểm tra); 3. Từ chối cấp CNM nếu ph&aacute;t hiện một trong những trường hợp sau: a) Thương nh&acirc;n đề nghị cấp CNM chưa thực hiện việc đăng k&yacute; hồ sơ thương nh&acirc;n theo quy định tại Điều 13 Nghị định số 31/2018/NĐ-CP ng&agrave;y 08/3/2018 của Ch&iacute;nh phủ quy định Luật Quản l&yacute; ngoại thương về xuất xứ h&agrave;ng h&oacute;a (sau đ&acirc;y gọi l&agrave; Nghị định số 31/2018/NĐ-CP); b) Hồ sơ đề nghị cấp CNM kh&ocirc;ng đ&uacute;ng như quy định tại khoản 2 Điều 19 Nghị định số 31/2018/NĐ-CP hoặc c&oacute; m&acirc;u thuẫn về nội dung; c) Thương nh&acirc;n đề nghị cấp CNM chưa nộp chứng từ nợ từ lần cấp CNM trước đ&oacute;; d) Thương nh&acirc;n đề nghị cấp CNM c&oacute; gian lận về xuất xứ từ lần cấp CNM trước đ&oacute; v&agrave; vụ việc chưa được giải quyết xong; đ) Mẫu CNM được khai bằng mực m&agrave;u đỏ, viết tay, hoặc bị tẩy xo&aacute;, hoặc mờ kh&ocirc;ng đọc được, hoặc được in bằng nhiều m&agrave;u mực kh&aacute;c nhau. Bước 4: C&aacute;n bộ Tổ chức cấp C/O kiểm tra th&ecirc;m, nhập dữ liệu v&agrave;o hệ thống m&aacute;y t&iacute;nh v&agrave; tr&igrave;nh người c&oacute; thẩm quyền k&yacute; cấp CNM. Bước 5: Người c&oacute; thẩm quyền của Tổ chức cấp C/O k&yacute; cấp CNM. Bước 6: C&aacute;n bộ Tổ chức cấp C/O đ&oacute;ng dấu v&agrave; trả CNM cho thương nh&acirc;n.</span></td> </tr> </tbody> </table> <p> &nbsp;</p>
