Giấy phép phân phối sản phẩm thuốc lá bị mất, bị tiêu hủy toàn bộ hoặc một phần, bị rách nát hoặc bị cháy.</div>

a) Là doanh nghiệp được thành lập theo quy định của pháp luật ;</div>

b) Có hệ thống phân phối sản phẩm thuốc lá trên địa bàn từ 02 tỉnh trở lên (tại địa bàn mỗi tỉnh, thành phố phải có tối thiểu 01 thương nhân bán buôn sản phẩm thuốc lá).</div>
